Red Cross – Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President’s Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to vulnerable people over the last 53 years and has undertaken a wide range of activities in humanitarian response, disaster management, livelihood, health, WASH, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.
The Bangladesh Red Crescent Society (BDRCS), in collaboration with IFRC and PNS, implements comprehensive health projects in Cox’s Bazar to enhance the health and well-being of displaced individuals and host communities. These initiatives aim to reduce morbidity and preventable mortality by prioritizing maternal and child health through family planning, pregnancy care, newborn care, vaccinations, non-communicable disease (NCD) management and primary eye health care. Aligned with health sector priorities, the projects provide curative and preventive healthcare, community health messaging, and services such as Clinical Health Services, Community-Based Health and First Aid (CBHFA), and Mental Health and Psychosocial Support (MHPSS). Key interventions include the construction and equipping of Field Hospitals, Primary Health Care Centers, Mother and Child Health Centers, and Health Posts, thereby strengthening community resilience and ensuring improved access to essential healthcare services.
BDRCS, under its Population Movement Operation (PMO), has been providing humanitarian services since 2017 for the displaced Rohingya people from Rakhine state of Myanmar who have been sheltered in different camps under Ukhiya and Teknaf of Cox’s Bazar. Currently, BDRCS is looking for a suitable Bangladeshi national for the following position under PMO, Cox’s Bazar:

Job Summary
The Eye Health Officer (Optometrist) will be responsible for coordinating and ensuring the quality of eye health services across the BDRCS Field Hospital and supported health facilities. Based at the Field Hospital, the incumbent will provide comprehensive eye care services while offering technical guidance, supportive supervision, and regular monitoring of eye health activities across all project sites. The role includes strengthening service quality, supporting outreach and community-based eye care activities, managing ophthalmic equipment, medications, and supplies, and ensuring accurate data collection, analysis, and timely reporting. The Eye Health Officer will work closely with the Health Manager & Coordinator, facility focal persons, and partner organizations to promote standardized, integrated, and patient-centered eye care services. The position also contributes to capacity building of eye care personnel and supports continuous quality improvement in line with national clinical guidelines, organizational policies, and donor requirements to ensure effective and sustainable eye health service delivery.
Key duties and responsibilities
- Provide comprehensive eye care services, including vision assessment, refraction, diagnosis, treatment, and referral of patients at the BDRCS Health Facilities.
- Coordinate the implementation of eye health services across the BDRCS Field Hospital and others supported health facilities to ensure standardized and quality service delivery.
- Provide technical guidance, mentoring, and supportive supervision to optometrists and refractionist ,also relevant eye team staff to ensure adherence to clinical protocols and best practices.
- Conduct regular monitoring and supervisory visits to supported health facilities to assess service quality, identify gaps, and recommend corrective actions.
- Coordinate duty schedules and service delivery arrangements for eye care services in collaboration with facility management.
- Monitor eye health service indicators, maintain accurate records, and prepare timely technical and programmatic reports.
- Ensure the availability, proper utilization, and maintenance of ophthalmic equipment, supplies, and consumables across supported facilities.
- Coordinate with the Health Manager, Health Coordinator (Community and Clinical), facility focal persons, and partner organizations to strengthen integrated eye health services.
- Facilitate on-the-job training, orientation, and capacity-building activities for eye care personnel.
- Support eye screening, awareness campaigns, and other project-related activities as required.
- Perform any other duties assigned by the Health Manager in line with the project objectives.
- Ensure accurate collection, compilation, analysis, and timely submission of all eye health data and reports (daily, monthly, quarterly, annual, and partner-specific), maintaining high standards of data quality and supporting program monitoring and decision-making.
- Maintain close coordination with Cox’s Bazar Baitush Sharaf Hospital (CBBSH) to ensure follow-up of eye surgeries, medication management, and patient compliance.
Skills and Qualifications
- Must have a minimum of a Bachelor of Science (BSc) in Optometrist course from a recognized University/ Medical school/Eye Institute.
- 5 years of practical experience(s) in Optometrist Department are preferred.
- Strong background and training in Eye health interventions.
- Knowledge and experience in working at community level.
- Demonstrated ability to meet strict deadlines and work independently and cooperatively with team members in a diverse cultural environment.
- Excellent communication (written and verbal), coordination, management skills.
- Strong problem identification, analytical and solving skills.
- Good interpersonal and negotiation skills
- Skilled in working in computers, particularly operating MS Word, MS Excel, MS PowerPoint, and internet browsing.
- Ability to work with limited supervision, lead teams of diverse people, travel to remotes places and cope with multiple stress including fragile contexts.
