The bill was presented in parliament on Friday, 10 April, during the afternoon session by the Minister of Education and Primary and Mass Education, Dr A N M Ehsanul Haque Milon. It was later passed by a voice vote of the members of parliament. Earlier, on 12 March, the ordinance had been placed by the Minister for Law, Justice and Parliamentary Affairs, Barrister Md Asaduzzaman.

On 22 January, the ordinance was approved at a meeting of the advisory council chaired by the Chief Adviser of the interim government, Dr Yunus.

Under the ordinance, Dhaka College, Eden Mohila College, Begum Badrunnesa Government Women’s College, Government Shaheed Suhrawardy College, Kabi Nazrul Government College, Government Bangla College and Government Titumir College will operate as ‘affiliated colleges’. The institutions will retain their individual identities, infrastructure and rights over both movable and immovable assets.

The ordinance sets out a full administrative structure for the university, including a Chancellor, Vice-Chancellor, Senate, Syndicate and Academic Council. The President will serve as Chancellor and will appoint the Vice-Chancellor from a panel nominated by the Senate.

The University Grants Commission will have the authority to inspect, evaluate and provide direction on academic, examination, research and administrative activities.

Separate schools will be established for disciplines such as arts, science, social sciences, business studies, law and fine arts, each led by a Head of School. Teaching, examinations and evaluation at undergraduate and postgraduate levels in the affiliated colleges will be conducted according to a unified academic schedule and assessment framework set by the university.
