Scope of the Role
The Administrative Support Officer – P&C will work in close coordination with the Officer–P&C, the Head of Office, and other colleagues to strengthen People and Culture (P&C) functions. This role is designed to provide administrative and logistical support for the daily operations of the P&C Department, along with secretarial assistance to the Head of Office. The incumbent will assist in recruitment, documentation, HRIS management, staff development activities, and safeguarding responsibilities.

This position will be based in CARE Bangladesh’s Cox’s Bazar Regional Office, with required field travel.

II. Responsibilities and Tasks

Responsibility 1: Recruitment and Selection Processes (25%)

  • Carry out tasks related to volunteer recruitment, including communication, documentation, and coordination.
  • Assist in preparing recruitment materials, scheduling interviews, and maintaining records.
  • Dispatch interview invitations/letters to shortlisted candidates with job descriptions and forms.
  • Communicate with shortlisted candidates by phone to confirm participation.
  • Organize interviews (written tests and viva voce) and provide logistical support.
  • Serve as invigilator during written tests, when required.

Responsibility 2: Organizing HR Documents (35%)

  • Support the Officer–P&C in preparing and updating personnel confidential files (PCF).
  • Assist in organizing and maintaining recruitment files.
  • Collect signatures from Hiring Managers and Interview Board Members and ensure proper filing.
  • Provide logistical support such as photocopying, scanning, and archiving HR documents.
  • Ensure systematic organization of PCFs.

Responsibility 3: Support to HRIS and Logistics (25%)

  • Assist departmental staff in drafting HR-related documents.
  • File HRIS and compensation-related documents (VAT/TAX papers, TIN certificates, increment letters, etc.).
  • Regularly upload and maintain electronic HR records in the online HRIS database.

Responsibility 4: Support to Staff Development Activities (10%)

  • Assist the HR Officer in arranging trainings, workshops, and related initiatives.
  • Communicate with participants, facilitators, and stakeholders regarding trainings and internships.
  • Collect and compile documentation to process monthly payments for interns and short-term staff.

General Responsibilities (5%)

  • Adhere to and support CARE Bangladesh’s Safety and Security protocols.
  • Ensure compliance with safeguarding policies for children and vulnerable adults.
  • Uphold CARE’s zero-tolerance stance against harassment, exploitation, abuse, discrimination, and misconduct.
  • Maintain accountability through adherence to codes of conduct.

IV. Working Conditions: Based at CARE Bangladesh Cox’s Bazar Regional Office with field visits as required.

V. Qualifications

  • Minimum Bachelor’s degree in Business Administration, Management, Human Resources, or related field. (Professional certifications such as PGD in HR will be considered an advantage.)
  • Minimum 2 years of relevant work experience.
  • Knowledge of Bangladesh Labor Laws (preferred).
  • Strong communication skills in Bangla and English.
  • Proficiency in MS Office (Word, Excel, PowerPoint).
  • Demonstrated ability to multi-task, prioritize, and maintain accuracy.
  • Strong attention to detail and organizational ability.
  • High integrity, confidentiality, and reliability.
  • Motivation and commitment to CARE Bangladesh’s mission and vision, with learning agility and collaboration across projects.

Compensation: Monthly consolidated salary: 66,092 BDT (Negotiable).
