
Employment Support Officer (ESO) | Rural Reconstruction Foundation
Rural Reconstruction Foundation (RRF) is a national-level non-governmental voluntary development organisation working since 1982 for underprivileged communities in various development sectors. The organisation implements the RAISE project jointly financed by the World Bank and Palli Karma-Sahayak Foundation (PKSF) to enhance earning opportunities for low-income urban youth, including COVID-19 affected micro-entrepreneurs. The project aims to provide capacity enhancement support and financial assistance to 246,600 low-income youths, young micro-entrepreneurs, and those affected by COVID-19 and other shocks.
Job Context
The RAISE project is implemented nationwide through selected Partner Organisations (POs) of PKSF. As a Partner Organisation, RRF has established a Project Implementation Unit (PIU) comprising four personnel responsible for implementing the project in designated catchment areas.
Key Responsibilities
- Career Preparation & Counselling
- Provide individual and group counselling during and after training
- Assist apprentices in setting career goals and planning accordingly
- Conduct sessions on CV writing, interview preparation, workplace behaviour, etc.
- Coordinate Recognition of Prior Learning (RPL) certification where applicable
- Employment & Entrepreneurship Support
- Match graduates with job or self-employment opportunities
- Guide apprentices on business startup and link them with financial and support services
- Support apprentices and young micro-entrepreneurs in developing business plans, financial literacy, and basic business management skills
- Employer & Industry Engagement
- Build partnerships with local employers and industries
- Organise recruitment events, job fairs, and on-site interviews
- Placement Tracking & Monitoring
- Keep records of job placements and follow up on job status and satisfaction
- Maintain an updated database and track career progress
- Stakeholder Coordination
- Work with MCPs, POs, local government, and other stakeholders to create a supportive employment ecosystem
- Reporting & Documentation
- Maintain records, prepare regular progress reports, and document success stories
- Additional Responsibilities
- Support community outreach and mobilisation, especially for marginalised groups (e.g., girls, PWDs, ethnic minorities)
- Oversee enrolment, motivation, and mentoring of apprentices
- Facilitate access to entrepreneurship training, financing, and wider job markets
- Promote gender equity, inclusion, and safeguarding in all activities
- Support research and data collection such as tracer studies and labour market assessments
- Perform any other project-related responsibilities assigned by management
Educational Requirements
- BSc Engineering in CSE/EEE/Civil/Mechanical Engineering/IPE from any government-approved university or
- Master’s in Business Administration/Management/Economics/Development Studies/Social Work/Sociology from any government-approved university
- Applicants must have at least one 1st Division/Class or equivalent CGPA throughout their academic career
- Applicants with more than one third class/division or equivalent grade in their academic record will not be considered eligible
Experience Requirements
- Minimum 7 years of full-time experience in the development sector (only full-time work experience after Bachelor’s or Master’s degree will be counted)
- Minimum 3 years of full-time experience in skills development/TVET management
- Experience in employment support, training facilitation, career services, project management, entrepreneurship development, or pedagogy training
- Preference for candidates with prior experience working with key stakeholders in the skills development and apprenticeship sector, including BTEB, NSDA, and relevant private sector actors
- Experience in implementing or managing national or large-scale apprenticeship or work-based learning programmes will be considered an added advantage
Additional Requirements
- Proficiency in MS Office
- Excellent communication skills in English and Bangla
- Self-motivated, adaptable, team player with a passion for social development work
- Ability and willingness to travel frequently
Salary & Benefits
- Monthly consolidated salary: BDT 47,700 (Forty-Seven Thousand Seven Hundred)
- Other admissible benefits (Festival Bonus, Bangla Noboborsho Allowance, Mobile Allowance, etc.) as per organisation policy
- Salary and benefits are inclusive of all applicable taxes as imposed by the Government of Bangladesh, which will be deducted at source
