Manager – HR and Admin | LEDARS

Job context:

LEDARS (Local Environment Development and Agricultural Research Society), an NGO registered with the NGO Affairs Bureau, has been working in the climate-vulnerable southwest coastal region of Bangladesh since 1996. The region faces significant challenges due to the adverse impacts of climate change, affecting the lives and livelihoods of local communities. LEDARS has been implementing a range of programs to address these challenges. As part of its ongoing commitment to climate resilience and community development, the organization seeks to strengthen its institutional capacity. In this context, the Manager, Human Resources and Administration is responsible for ensuring strategic, transparent, and efficient management of human resources in compliance with organizational policies and donor requirements. The role supports program operations by overseeing the full HR cycle from recruitment and onboarding to performance management and staff development, while ensuring proper documentation, regulatory compliance, and effective coordination with program and finance teams.

Major Responsibilities:

Human Resources (HR)

  • Lead the entire HR cycle, including advertisement, selection, recruitment, contract, job description (JD), onboarding, performance appraisals, learning & staff development, and payroll.
  • Maintain accurate and up-to-date HR records, and documentation, ensuring transparency and accountability.
  • Maintain HRIS, attendance, payroll inputs, leave, and employee database and ensure daily staff information and status.
  • Handle staff placement, transfers, disciplinary actions, and separation processes.
  • Address staff queries, grievances, and promote a positive work environment.
  • Ensure compliance with labor laws, HR policies, and safeguarding standards.
  • Support staff engagement initiatives, yearly staff satisfaction surveys, and conduct organizational governance (SMT, AGM).
  • Foster a positive, inclusive, gender-sensitive, and safe workplace culture (in respect to Prevention of sexual exploitation and abuse – PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program`s goals on safeguarding implementation where staff feel respected and empowered.  
  • Track HR Key Performance Indicators (KPIs), such as staff turnover, attendance, training completion, and satisfaction, to guide continuous improvement.
  • Support organizational development by mentoring staff, building leadership capacity, and creating opportunities for professional growth.
  • Provide guidance and advice to program and leadership teams on HR-related matters to enhance organizational effectiveness and staff well-being.
  • Source potential talents from different channels and collect CVs from CV bank as per organizational requirements.
  • Manage and resolve workplace conflicts constructively, ensuring a fair, transparent, timeliness and supportive approach that maintains team harmony and trust. 
  • Identify misconduct and lead investigations, ensuring an effective and transparent disciplinary process that upholds organizational standards and ethics.
  • Perform any other duties assigned by supervisor and Executive Director

Administration

  • Manage NGOAB regulatory compliance, fund clearance processes & approval, and statutory filings.
  • Provide administrative and logistics support (office, field, staff facilities, vehicles).
  • Supervise vehicle management and regulatory compliance (tax, insurance, etc.).
  • Liaise with government bodies (including NGO Affairs Bureau, UNO office and other stake holders) for approvals and reporting.
  • Organize meetings, trainings, events, travel, day observation and visitor logistics (including foreign guests).
  • Maintain office assets, vendor coordination and legal liaison when required.
  • Ensure compliance with safety standards, and environmental norms in all administrative processes.
  • Maintain proper documentation and reporting for all administrative activities, ensuring transparency and accountability.
  • Support coordination among program, finance, HR, and administrative teams to enable smooth program delivery.
  • Perform any other duties assigned by supervisor and Executive Director

Qualifications & Other Requirements

Educational Background:

  • A Bachelor’s or Master’s degree in Human Resource Management, Public Administration, Law, or a related field.
  • Professional certifications in HR, administration, or organizational management are a plus.

Experience:

  • At least 5–7 years of hands-on experience in HR and administration, preferably within NGOs, development organizations, or donor-funded projects.
  • Proven experience managing the full HR cycle, payroll, staff development, and administrative operations in compliance with labor laws and NGO regulations.
  • Experience mentoring staff, building team capacity, and contributing to organizational growth.
  • Experience in liaising with government offices, donors, and other external stakeholders is highly valued.

Skills & Competencies:

  • Strong understanding of HR and administrative policies, labor laws, NGO compliance, and donor regulations in Bangladesh.
  • Excellent leadership, interpersonal, and team management skills, with the ability to motivate and support staff.
  • Ability to create a positive, inclusive, gender-sensitive, and safe workplace culture.
  • Strong planning, organization, and problem-solving skills.
  • Clear and effective communication skills, including negotiation and collaboration with internal teams and external partners.
  • Proficiency in MS Office; familiarity with HR or payroll management systems is a plus.

  • Willingness to travel to project sites, including remote and coastal areas, when required.
