In Bangladesh, ACTED began operations in 2018 to respond to the Rohingya Refugee Crisis through interventions in Site Management, Natural Resource Management, Community-Based Protection, Information Management, Watershed Management, SuLMER, Emergency Preparedness Response, CDCS, and CL across the camps of the Kutupalong–Balukhali Expansion Site, Cox’s Bazar.

ACTED has a zero-tolerance approach to sexual exploitation, abuse, and harassment (SEAH). All candidates will undergo pre-employment checks including reference verification, screening, and criminal background checks. All appointed candidates will sign and comply with ACTED’s Code of Conduct and related policies.

Key Roles and Responsibilities

Monitoring, Assessments, and Evaluation

  • Support planning and design of MEAL activities aligned with project objectives and donor requirements.
  • Coordinate and oversee baseline surveys, mid-term evaluations, post-distribution monitoring (PDM), and endline surveys.
  • Assist in developing data collection tools and methodologies.
  • Lead field visits for programme monitoring and beneficiary data collection.
  • Ensure data quality and verification through control systems.

Field-based Monitoring and Coordination

  • Oversee real-time data collection systems for monitoring activities.
  • Conduct cash distribution monitoring and manage mobile CFM desk operations.
  • Coordinate with project teams and lead physical verification for beneficiary selection.
  • Ensure data quality of KoBo submissions and provide technical oversight to enumerators.

Data Management and Reporting

  • Oversee online data collection systems (KoBo/ODK).
  • Support data cleaning, analysis, and preparation of MEAL reports.
  • Ensure data accuracy and develop data visualisations and presentations.

Accountability Systems Management

  • Support implementation and maintenance of complaints and feedback mechanisms.
  • Oversee feedback tracking and reporting, ensuring timely resolution.
  • Conduct trend analysis to inform programme improvement.

Learning and Knowledge Management

  • Document best practices and lessons learnt.
  • Support field monitoring reports and learning sessions.
  • Facilitate knowledge sharing across projects.

Compliance and Ethics Leadership

  • Ensure adherence to ethical standards and CHS principles.
  • Maintain high standards of data protection, confidentiality, and professional conduct.

Coordination and General Support

  • Provide regular updates to supervisors.
  • Build capacity of field staff and enumerators.
  • Coordinate surveys and facilitate training sessions.
  • Represent MEAL in internal and external meetings.

Key Performance Indicators

  • Timeliness and quality of data collection and monitoring activities.
  • Effectiveness of field coordination and data verification.
  • Accuracy of data management and accountability reporting.
  • Quality of feedback trend analysis and recommendations.

Required Qualifications and Technical Expertise
Education:

  • Bachelor’s degree in Statistics, Social Sciences, International Development, or a related field.

Experience:

  • Minimum 1 year of experience in humanitarian MEAL or related roles.
  • Experience in refugee response operations preferred.
  • Training in monitoring and evaluation methodologies.
  • Proven experience in data collection, analysis, and reporting.
  • Experience managing field teams and coordinating assessments.

Skills and Competencies:

  • Strong knowledge of quantitative and qualitative research methods.
  • Proficiency in KoBo/ODK and Microsoft Office applications.
  • Analytical and problem-solving skills.
  • Excellent coordination, communication, and teamwork abilities.
  • Fluency in English; knowledge of Bengali and/or Rohingya preferred.
