
Program Officer | Room to Read
Position: Program Officer – Girls’ Education and Gender Equality Portfolio
Position Overview
The Program Officer of the Girls’ Education and Gender Equality Portfolio (GEP) will be responsible for providing technical support in implementing all activities of Room to Read’s Girls’ Education programme. The role includes supporting the Programme Manager in programme management, contextualisation, training Social Mobilisers on programme content and delivery, and providing technical guidance to ensure Social Mobilisers conduct activities in line with global programme design.
The position requires frequent travel to all Room to Read working areas and regular interaction with education officials, partners, school administrators, teachers, and students. The Program Officer will report directly to the Programme Manager, Girls’ Education and Gender Equality Portfolio.
Primary Duties and Responsibilities
Programme Management, Contextualisation, Training and Coordination (70%)
- Prepare session plans and conduct sessions with the Programme Manager to train Country Field and Partner Office GEP staff in the use of contextualised programme content and professional learning materials.
- Provide technical oversight of GEP staff and Social Mobilisers, including ongoing capacity building, on-site coaching, and technical support to ensure quality programme implementation.
- Offer general technical support to Country Field and Partner Office GEP staff in programme content areas where contextualised global content and professional development are not yet available.
- Monitor and collect feedback and best practices on the use of contextualised programme content and professional learning materials through regular field visits.
- Provide feedback to the Programme Manager for sharing with the Global PDTA team to improve content design and effectiveness.
- Revise contextualised programme content and professional learning materials as needed, in collaboration with the Global Office GEP Manager.
- Develop digital content and provide training and orientation to the target group and relevant staff.
- Collect draft digital content from vendors, arrange staff review sessions, compile feedback, and finalise content.
- Carry out additional activities required to fulfil organisational objectives.
- Travel extensively to oversee technical and quality aspects of the GEP programme.
Planning, Reporting and Documentation (20%)
- Provide technical expertise to the Country Research, Monitoring & Evaluation team to support the design, implementation, and refinement of monitoring and evaluation systems.
- Prepare programme and donor reports as required.
- Prepare field visit reports and provide recommendations for programme improvement.
- Verify GSD data for the GEP programme and support field staff in updating or correcting records as necessary.
- Document best practices, case studies, and lessons learned, and share them with the GEP team.
External Coordination and Networking (10%)
- Develop and maintain relationships with community members, school staff, local educational authorities, government officials, and other NGOs to mobilise support for the programme.
- Represent Room to Read internally and externally, attending relevant forums and advocating for girls’ education and gender equality initiatives.
Qualification Requirements
- Master’s degree in Education, Social Work, Gender & Women Studies, or a related field.
- Minimum of five years’ relevant professional experience with NGOs, INGOs, or other development organisations.
- Proven experience in developing and implementing programme improvements that achieve measurable results.
- Knowledge and experience in conducting training for adults and adolescents.
- Experience adapting programme or training content to different contexts.
- Excellent verbal and written communication skills in English.
- Strong computer literacy, including proficiency with Microsoft Office.
- Strong planning, supervision, and programme development skills.
- Experience in building relationships with diverse groups.
- Understanding of monitoring, evaluation, and process documentation.
- Willingness to travel frequently to programme sites.
