HSC Exams 2025: Dhaka Education Board issues 33 urgent directives for centre officials

The Board of Intermediate and Secondary Education, Dhaka, has issued a set of 33 urgent directives to ensure the smooth, disciplined, and fair conduct of the Higher Secondary Certificate (HSC) examinations in 2025. The instructions, signed by the Board Chairman, are intended for all officers-in-charge of examination centres.
Key directives include:
- All candidates—regular, irregular, and improvement—must appear in the HSC exams 2025 based on the full syllabus as revised by the National Curriculum and Textbook Board (NCTB), Bangladesh.
- The exams will commence at 10:00am and 2:00pm respectively.
- At least three days prior to each exam, centre officials must verify the question paper lists against the sealed packets stored in treasury trunks. This process must take place in the presence of the concerned treasury officer, centre secretary, and members of the examination committee.
- Each set of creative (CQ) and multiple-choice (MCQ) questions must be packaged separately and securely in sealed envelopes according to the exam date.
- On the day of verification, question packets must be arranged date-wise, sealed properly, and wrapped with carton tape. The date of examination, subject code, and set code must be clearly written on each envelope. Any lapse will be considered negligence on the part of the officer-in-charge.
- Under no circumstances may the question paper trunks be kept outside the upazila headquarters.
- On each exam day, sealed envelopes containing two sets of CQ and one set of MCQ questions must be collected from the treasury officer.
- Transportation of the question packets from the treasury must be done under strict security with the tag officer and police escort.
- The question set mentioned in the SMS received in the morning of the exam must be used. Unused question sets must be returned unopened to the Board.
- Candidates must sit for exams as per the subjects mentioned in their admit card and registration card.
- No individual other than the officer-in-charge may carry a mobile phone or electronic device within the exam centre. The officer-in-charge may carry a non-camera mobile phone.
- One invigilator must be assigned for every 20 students, with a minimum of two invigilators per room.
- Seating arrangements must maintain at least three feet of distance between students.
- Candidates must be allowed into the examination hall at least 30 minutes before the start of the exam. Any latecomer must be recorded with details in a register, which is to be submitted to the Board post-exam.
- Prevent gatherings of candidates, guardians, or others outside exam centres before the start of the exam. Hand microphones and CCTV installations may be used if necessary.
- Anti-cheating posters supplied by the Board must be displayed at visible locations at the entrance of the exam centres.
- Officers-in-charge must collect admit cards from the Board and ensure their timely distribution to the heads of the concerned institutions.
- All essential examination materials have been delivered by the Board in due time.
- Answer sheets and OMR forms must be verified upon receipt. Defective or unusable sheets must be segregated and returned to the Board.
- Officers-in-charge must ensure that OMR top sheets are detached from used answer scripts and submitted to the Board.
- The tag officer must be involved in every step—from receiving to opening the question packets. Their travel and honorarium will be covered from the centre fee.
- Candidate attendance must be recorded on attendance sheets. Absentees should be marked in red ink.
- Exams must be conducted strictly according to the published schedule. Answer scripts must be sealed and submitted to the Board’s script room on the same day.
- Police must be involved in the transport of both question papers and answer sheets.
- Answer scripts must be bundled into packets of 50 using corrugated sheets.
- Any mark or writing on the answer script packets will be the responsibility of the officer-in-charge.
- Separate packets must be used for each subject. English version candidates must use English version question papers and have their answer scripts packed separately.
- Any error in an admit card must be rectified by the relevant Board section within four working days of receipt.
- During exams, classes at the centre or venue must be suspended only on exam days. Regular classes may continue on other days.
- CQ question papers must be distributed immediately after the MCQ section is completed. CQ papers may not be handed out before the MCQ sheets are collected.
- Only analogue wall clocks with hands are permitted in the exam halls.
- Given that the 2025 HSC exams will take place during the monsoon, officers-in-charge must notify the local power office in writing to ensure uninterrupted electricity at exam venues.
- Extra caution must be exercised when uploading or sharing exam-related information online.
