Responsibilities & Context

  • Assessing the current demand for mechanical emptying services in the Municipalities for desludging fecal waste and preparing and implementing a realistic plan for increasing the demand (as targeted in the sanitation improvement plan and business model) through advocacy and awareness campaigning events.
  • Support the Municipality to modify the business model, if necessary, for sustainable operation of the FSM and SWM services.
  • Ensure effective collaboration among different stakeholders for the implementation of sanitation improvement plan in the Municipality.
  • Facilitate the Municipality to organize awareness campaigns at the community level to increase demand for FSM and SWM.
  • Advise Municipalities to develop necessary, if non-existent, by-laws to prevent illegal dumping/disposal of fecal and solid waste in open drains/environment.
  • Facilitate capacity building of Municipality officials on operation and management of FSM and SWM service delivery and assist in developing a financial operating plan including sources of revenue for paying for expenses towards, FSM services delivery including the variable cost items (fuel, electricity chemicals, etc.) and overhead costs.
  • For ensuring sources of revenue, assist in developing a user charge schedule for the FSM and SWM services. Support the municipality in opening an ESCROW account in a commercial bank for O&M purposes.
  • As part of business model implementation, organize local sanitary workers to engage in sludge collection and transportation.
  • Ensure safe working conditions for sanitation and waste management workers and proper use of personal protective equipment (PPE) by them through awareness raising and training.
  • Increase the capacity of local sanitation workers for safe and efficient operation and maintenance of FSTPs and SWM plants (where exists) through hands-on training and exposure visits.

Requirements

Education: Bachelor’s Degree or higher in Communication / Social Science / Management or equivalent.

Experience

  • At least 10 years
  • The applicants should have experience in the following business area(s): NGO, Development Agency

Additional Requirements

  • Age 25 to 40 years
  • At least 10 years of professional work experience in communication and management.
  • Experience in working with LGIs, especially with Municipalities in the water and sanitation sector.
  • Candidates with prior experience of working on FSM and SWM related projects will be given preference.
  • Microsoft Office Program (Word, Excel, PowerPoint, Access).
  • Clear understanding of technical, social, and institutional issues relating to water, sanitation, and waste management.
  • Proficient in writing technical and analytical reports, delivering presentations, and communicating effectively in English with stakeholders.
  • Ability to work effectively under pressure, meet deadlines, and willingness to travel frequently to field sites.
